Application for Administrator

For your information and convenience, the following links have been provided which will provide detailed information and all relevant forms, to enable you to apply to the Victorian Civil & Administrative Tribunal (VCAT) for the appointment of an Administrator.

To apply for an Administrator the following forms require completion. An Application Guide has been included which will provide further assistance when completing the forms

When the application has been completed and all relevant documents obtained, forms should be forwarded to VCAT. Once the application has been received VCAT will arrange a hearing and will notify all relevant parties of the hearing date and venue. VCAT will aim to respond within 30 days. If the application is urgent, please state this upon submission of the application to the tribunal and state the reason(s) for the urgency.

At the time of the hearing the tribunal member will assess all written and verbal information before the Tribunal and will appoint a suitable Administrator and/or Guardian if necessary.

VCAT will appoint an Administrator if the person for whom the application is made is deemed to have a disability as defined and is not able to make reasonable decisions regarding the management of their financial and/or legal affairs.

The following ‘tips’ have been provided to further assist you in the application process.

  • Any person can make an application to VCAT.
  • The person you are applying on behalf of must be over the age of 18 years.
  • All questions and the Estate Summary must be completed to the best of the applicant's ability.
  • A covering note should be provided detailing why the application is being made including, in respect of the person you are applying on behalf of, their: history, assets, any legal issues, debts, liabilities, living arrangements, financial vulnerability and any other reasons for the need for Administration.
  • If the application is urgent state the reasons why in the covering note.
  • Details of all interested parties should be detailed on the application and a copy of the application forwarded to all parties mentioned. i.e. family members, carers, etc.
  • Attach all relevant medical, social worker, carer reports to the application.
  • Where possible ensure that you and all relevant parties attend the tribunal hearing.
  • Advise VCAT of the preferred location of hearing venue.
  • You can nominate a preferred Administrator and/or Guardian or leave it to VCAT to nominate a suitable person or organisation.
